Has anyone had issues with usegalaxy.org using tools? My jobs just remain in the gray, unstarted state for much longer than on usegalaxy.eu right now. Does this have to do with server load?

Yes, most public Galaxy servers are very very busy. Which are “less busy” varies.
usegalaxy.org is still very busy. Leave your jobs queued and they will process.
