I was following the hands-on module " Genome assembly with Velvet: Background". After pasting the links/uploading a fastq file from my local machine, I am not able to proceed. The dialog box does not show a “Start” option. Feels like a noob question, but I would really appreciate some help!
For some reason your upload window is not complete. You you see an upload button. Can you try Firefox? Which version of chrome is that?
It works fine on Firefox.

The display looks a little weird here in chrome, so I’m wondering if something in the application is actually failing to load correctly, too. Can you open the developer console and see if there are any errors shown?
