I have an expression matrix and I want to move some of its rows with the help of Galaxy tools
What tool should I use?

Datamash, Reverse, and Transpose are commonly used tools to manipulate a tabular matrix.
Or, try a Filter or Select tool (there are a few versions available). You can “stack” results back into one file with Concatenate.
If you are familiar with regular expressions, tools like Sed and Search in textfiles (grep) are more options.
