When I go to usegalaxy.eu I can see that it has Viral (2019) Kraken 2 database installed. But when I go to my kraken 2 database manager, I do only see options to add Standard, Minikraken, Special, and Custom. How could I add Viral database from Kraken 2 to my Galaxy instance like usegalaxy.eu did?

in your datamanager you can choose custom and than provide your own FASTA file.
