I didn’t find a data manager either, but you should be able to add in the reference data directly.
The README at the IUC has some instructions, and this is where I would start (the link from the ToolShed to the development repository is pointing to master but this is under main, probably due to the tool’s status as a server specific deployment (not everywhere) – a search at the IUC repo will find these in the future)

I didn’t review the bash scripts. But if you run into some problem, please ask and I or the EU team can clarify more. The important part is that the “galaxy” user needs to have permissions to read the data, and your job environment needs to know where/how to pull in the job data on your cluster. So, 1) permissions 2) where the data is eg .loc files and 3) the data files themselves are all important. This is usually done as a server server-specific reference mount next to the CVMFS global files.
