Questions about installing local galaxy in Windows

Hi, I am trying to install galaxy in the windows system. By following the tutorial, I got the error message. I cannot find http://localhost:8080 in the report. Can anyone help me with this situation? Thanks.
I think this is the error message.
× Getting requirements to build wheel did not run successfully.
│ exit code: 1
╰─> [5 lines of output]
running egg_info
writing mercurial.egg-info/PKG-INFO
writing dependency_links to mercurial.egg-info/dependency_links.txt
writing top-level names to mercurial.egg-info/top_level.txt
Python headers are required to build Mercurial but weren’t found in /usr/include/python3.8/Python.h
[end of output]

note: This error originates from a subprocess, and is likely not a problem with pip.
error: subprocess-exited-with-error

╰─> See above for output.

I think you can workaround this issue by using the latest stable Galaxy version instead of the development one, i.e. by executing:

git checkout master

from inside your Galaxy directory, and then start Galaxy again. This will use a version of mercurial for which a Python wheel is already available.
