I was able to find it. Yes, the license is for non-commercial use only. This makes it difficult to host the tool on the public servers. Sometimes we can add in a toggle to the tool form to accept the licensing terms, but not all original authors will allow this.
And, the tool has been wrapped for Galaxy already. This means you could install this on your own local server/computer and use it now.
The easiest way to run a local server is with the Docker Galaxy version. You will need to do some set up, but the guide is short and this is intended to be used by scientists without too much configuration if you want to try.
