Two hours waiting time is rather unusual for a tutorial, but Galaxy servers might be busy. You can check the server load on Galaxy Europe by clicking at See the statistic icon (scroll down on the main page to see it). You also can check the server status. Note that public Galaxy servers might have less support over weekends.
