im quite new and i was woundering if it is allowed to use galaxy eruope and us at the same time. Im very thankful for the oppertunity given by the galaxy project. So i just would like to be sure before trying.

It is OK to have accounts on different public Galaxy servers, but only one account per server. You can register accounts with the same email, but it does not matter.
