Sorry for the delay, I had trouble figuring out which exact tool this was (tool names are not always exact) … then … wandered off!!
The tool was wrapped, and I checked the development repository for it and it seems it was just updated about a month ago. None of the UseGalaxy servers have those yet. It is likely still pending the actual update.
Why it wasn’t installed with the prior tool versions, I don’t know! But I have heard that the updated tools will be a bit easier to use. Maybe they will be easier to install on the public servers, tool
