Galaxy administration: forms

Hi
Can anybody shed some light on the concept of forms ? In the administration panel, user management section there is a menu entry called forms. What can you do with it ? How to use it ?

It has no real application in modern Galaxies afaik, it is rather a remnant of removed features, we should get rid of it, sorry for the confusion.
