Galaxy doesn't recognize my custom tools

I downloaded a custom install of galaxy. I’ve tried following the example for creating a custom tool, as shown here: Adding custom tools to Galaxy. I’ve modified the config/galaxy.yml file to point to my tool_conf.xml file. However, when I startup galaxy, I don’t see my custom tool. It appears to simply be the default. What am I doing wrong?

I’ve downloaded release 21.05.

I figured it out. Appears that I had capitalization discrepancies between the directory and my config file.
