Once again, the IT tool I’m trying to develop, PhysiCell Studio, will not start. The History entries that it’s suppose to create appear, orange and spinning, and after about a minute, turn red and the tool is never launchable. I see no notice of maintenance being performed that might explain it. I welcome any insights.
And once again, it’s (currently) working again. Sigh.

This was working for me yesterday and I just tried again now. Would you please also try again now?
My test was at UseGalaxy.org with version PhysiCell Studio (Galaxy Version 0.5) launched from the Interactive tools listing. If you were doing something different, I can try to replicate then dig in more about what may be going wrong.
We are working on some updates and maybe this tool was impacted for a short time window. I’m not quite sure what this means,
would you like to explain more (if the “why” is relevant)? Are you running the tool at UseGalaxy.org for comparison to your local server’s copy? Through the web interface or through the API or ?
