Why doesn't searching in tool search box for "Filter by quality" does not bring up the tool?

I am trying to follow the intro to galaxy tutorial [1]. When I try to search in the tool search box for the tool “Filter by quality” it does not show up. However, I can cancel the search and see it in the FASTQ section. Is this a bug in the tool search box?

Yes, this appears to be a bug. We’ve tweaked this recently and I will try to see if I can improve the results here.
