Cant upload data, disk quota full, but its not

I am trying to import a small data set (~7Gb) into my workspace. Whenever I do I get my job paused and it says my disk quota is full. My Storage Dashboard says I am using 1Gb of quota, and 0Gb of scratch, so I have ~1.2 Tb available.

I tried removing all past histories, all other data from my account, and refreshing the storage dashboard, but I am still unable to upload this dataset.

How can I solve this problem?

Before uploading try switching the history to use the 30-day storage using the button highlighted on this screenshot. Then start a new upload.
