I am not able to liberate disk space. I have tried several ways, even using Galaxy | Europe

You might just need to use the Refresh function to recalculate the total usage. Below are instructions for that and related functions. Please give those a review first, then let us know if any of that worked or not. You can also share some screenshots to clarify more about what you think is off after the quota refresh.
If you already purged datasets or histories, then they will not show up again in the User → Preferences → Storage Dashboard listings under Is your usage more than expected? .
That view has two other functions that might help.
Use the Refresh function to recalculate quota usage. The servers runs that process in the background but this forces it it happen quicker.
The graphs under Visually explore your disk usage show what data you still have that is not purged in a different graph. Maybe that helps too?
User → Histories and User → Datasets are two more places to view data directly. Use the advanced search for histories “status = all” to show everything: active + deleted + permanently deleted (purged).

It is solved. It was not a problem of refreshing to recalculate the quota, but I needed to be patient… After two days I have recovered my disk space.
