That history has some collection folders that are empty (data was already removed)? A collection folder itself does not consume any quota space.
Have you used the User → Preferences → Storage Dashboard yet? The Refresh button is used to recalculate quota. In the past, that can take up to a day to fully reset. Prior recent Q&A Storage quota exceeded - despite purging all deleted datasets/histories and refreshing
