Would you please share a link to the development repository and the license for this tool? We can quickly review here then make a request to the IUC or possibly suggest existing tools that can perform the same manipulations.
The development process is usually something like this. That conversation had the licensing confirmed already, so we’ll still be checking yours as a first step.
If I missed something and your tool is already wrapped for Galaxy, you can share that link instead. I checked and think I found a Github repo but it had a few redirects so I wasn’t sure if that was really the correct tool or a different one with a similar name, and I didn’t find anything in the ToolShed yet.
