I successfully tested upload on the main Galaxy server. By any chance, have you had several accounts on the server? Have you got any email from the support team?
You can check the quota in User (the top Galaxy menu) > Preferences. Different Galaxy servers offer different quotas to registered users.

Im having the same problem here uploading data that is not really that big (8.2MB)

I uploaded a small file to the US server without any issue. As I cannot reproduce the issue, it is hard to figure out what is going on.
Maybe try the following:
click at Galaxy icon in the top left corner or Home icon at the top menu. This action updates the content of Galaxy (page?) on your computer.
try another browser. I mainly use FireFox, but check the current recommendation for Galaxy. Maybe try Chrome.

Do please follow the advice from @igor about refreshing your connection, and using a supported web browser (Chrome, Safari and Firefox are all good options).
The “resume” function manages slow connections or large files or both. If your file is compressed, you could also try uncompressing it locally then Uploading that version instead.
That said, the file name seems like it was sourced from the Galaxy Hub? Is that actual? A file from galaxyproject.org? I would be curious to learn what the file URL is, and the URL of the page where the link is located. If you could post back both links, and capture a screenshot so I can find exactly where it is I’ll take a closer look. Maybe we have a bad file that can be fixed on our side
There are some older tutorials still hosted at the Hub … but those are legacy resources and might not work great for various reasons (not just the data files, but methods change over time too). If you are looking for a Galaxy tutorial, try using the GTN resource. Metagenomics is now nested under the category Microbiome, and I’m guessing that is what what you are looking for → Microbiome / Tutorial List
Hope this helps, and please do share the source if it was somewhere in the Galaxy ecosystem so we can fix it up, or at least add in a deprecation warning.
