I’m attempting to use the liftover function on but no matter which file I use, the “To” parameter tells me that there are no options available.
I have already made sure that the input dataset has the metadata “database” assigned.

Not all genomes (“database”) have liftOver data available. Just UCSC Genomes and even then not all are fully indexed at all public Galaxy servers.
If you are using a UCSC genome, and it happens to not be indexed at the server you are working at for this tool, get the information from UCSC directly. The result can always be loaded back up into Galaxy again for downstream uses.
