Hello, I’m trying to use a tool I installed on my local install of galaxy, but when doing so it just sits in grey saying “This job is waiting to run”. Other tools do work, so I am not sure what is wrong. What could be causing this? I have followed the instructions https://galaxyproject.org/admin/get-galaxy/ and it all seems to be working (as other tools do work).

which tool are you referring to? What is the size of the input file? It is possible that it requires more resources than those available on your computer, and that is why it does not start.
