add new version of reference genome: C.elegans WS235 ce11

Hi! I am planning to do some mapping with C.elegans reference genome(WS235, cel11), which is not available now. Could you add that to the list? Thanks!

This genome is already on our list of genomes to index. It won’t be done immediately, but perhaps sometime this summer, as part of a project that will organize reference genome and annotation across all usegalaxy.* servers.

We will be sourcing the data from UCSC.
