Update Request -- Diffbind

Hello Galaxy Group,

I am doing some differential binding analysis using Diffbind, but found the current version on Galaxy (2.10.0) is pretty old. The new version is 3.13, and it looks the Diffbind 3 has many new functions. I wonder if you could update this tool on Galaxy? Thank you very much!

We try to update it as soon as possible, but most of us are busy with COVID related projects or the upcoming Galaxy Community Conference.

The code is here tools-iuc/diffbind.xml at master · galaxyproject/tools-iuc · GitHub if anyone else can help updating it.
