I would like to use the ncbi_rpstblstn tool but no PSSM database is displayed in the drop-down menu.
Is this a bug?

Not a true bug … more about how those databases haven’t been propagated over to all the public servers yet. This is a tracking ticket for the to-do item. It will not be immediate. Add indexes for ncbi_rpstblastn_wrapper 2.14.1+galaxy2 · Issue #46 · galaxyproject/idc · GitHub
For now, please try using the tool at UseGalaxy.eu. I see several pre-indexed.
If that server also doesn’t have what you want to use, then you can upload your selected target and index it into a blastdbd file with makeBlastdb, all in Galaxy.
